Town Management

How the Town Should be Managed!

The BOS has lapsed back into the old way of doing business. Goals are being set by staff not by the BOS. The Department Managers are not being required to make periodic presentations to the BOS. Board members are very lax in attending to their committee assignments. This results in the BOS becoming reactive rather than pro-active.

The 2007 BOS annual report is the latest that has been published. The 2007 annual report describes how I managed the BOS. As Chairman of the BOS for both 2007 and 2008, I insisted that the members of the BOS reach unanimous agreement on the Goals for the year. If there was not unanimity, then I insisted that the BOS modify the Goal until we had an agreement.

In addition, the annual report shows the progress made on all 6 Goals. It also describes the techniques the BOS used to implement these goals and how the BOS is held accountable for progress. The clarity of this approach empowers the Town Administration to carry out their mission of providing services to the Town.
